Speaker Bios

OCC:  Allison Carpenter 

Allison Carpenter is a Bank Examiner at the Office of the Comptroller of the Currency. She began her career at a credit union, working as a teller, member service representative, and loan processor. After graduating from law school, Allison oversaw a compliance and BSA audit program for over ten years before transitioning to managing the legal department of a state bank association. Allison joined the OCC in June 2023 and completes compliance and BSA examinations. She also serves as a Compliance/BSA Functional Examiner-in-Charge for a bank that has a Banking as a Service business model. 

FEDERAL RESERVE: Kimberly Taylor and Danielle Warner

Danielle Warner is the BSA Compliance Coordinator and a Senior Examiner for the Federal Reserve Bank of Kansas City.  In her role, Danielle directs ongoing development of the Bank’s BSA/AML supervision program and has served as a technical subject matter expert on BSA for more than a decade.  Danielle is a commissioned examiner and is professionally accredited as a Certified Anti-Money Laundering Specialist. Danielle received her bachelor’s degree in Finance from Kansas State University, Manhattan, Kansas.

Kimberly Taylor has worked in the Consumer Affairs department with the Federal Reserve Bank of Kansas City for approximately 24 years. In that role, she has led or participated in numerous bank examinations for consumer protection, the Community Reinvestment Act, and fair lending for state member banks located in the Federal Reserve's 10th District. Since 2019, Kim has served as the district's complaints coordinator by investigating any consumer complaints submitted to the Reserve Bank against those banks. Further, Kim's role includes serving as a Consumer Affairs Subject Matter Expert (SME) for staff within the Federal Reserve Consumer Help Center (FRCH), the Federal Reserve System's national complaint and inquiry intake center. 

FDIC:  Erin Mastroni - Senior Compliance Examiner

Erin Mastroni is a Senior Compliance Examiner for the Federal Deposit Insurance Corporation, located in the Hays, Kansas field office.  Mrs. Mastroni has been with the FDIC since 2014 and has conducted compliance and CRA examinations for financial institutions of various sizes and complexities throughout Kansas and several other states.  Mrs. Mastroni has also completed various temporary assignments at the Kansas City Regional Office, and she currently serves as a point of contact under the Complex Bank Supervision Program.

OSBC: Tim Kemp - Deputy Commissioner - Banking Division

Tim Kemp joined the Office of the State Bank Commissioner in 2001. In addition to his current role as Deputy Bank Commissioner, Tim has served the agency in many capacities including Director of Examinations, Review Examiner, and as a Bank Examiner. As an examiner, he specialized in examination management, operations and loan review.

Originally from Pretty Prairie, Kansas, Tim enjoys a strong connection to agriculture. He helped on the family farm growing up and operated a large family farm and ranch in Butler and Reno counties. His ag operations included dryland and irrigated crops, a cow/calf operation and stockers. Tim’s children and family continue to be involved in agriculture.

Tim received his Bachelor of Science degree in business administration with an emphasis in economics from Bethel College, and attended Kansas State University. He is a graduate of the Colorado Graduate School of Banking.

In addition to his OSBC and agriculture production experience, Tim previously served as a district aide to former Congressman Dan Glickman.
