Heartland Compliance, a non-profit Kansas organization, whose purpose is to encourage and combine the ideas, intelligence, and influence of its members for the promotion of compliance information and networking among its membership; to provide its members educational programs on compliance and related topics; and to provide a medium for the timely gathering of its members for the purposes of education and exchange of ideas. 

Biographies

Chris Gilbert is Chief Information Officer at Bankers’ Bank of Kansas and served on the Federal Reserve Bank’s Secure Payment Task Force Steering Committee.  Chris has over 20 years’ experience supporting Kansas community banks as a correspondent banker.  Following graduation from Wichita State University, Chris pursued a brief career as an English teacher at Wichita Southeast High School.  He then returned to Bankers’ Bank, where he had previously worked part-time during college, and transitioned through most of the bank’s operational desks before leading BBOK’s IT and Operations departments.  Chris is a 2009 graduate of the Colorado Graduate School of Banking, a 2014 graduate of the KBA’s Bank Leaders of Kansas (BLOK) program, has served on the KBA’s Technology Committee, and is an ICBA Certified Community Bank Technology Officer.

Rebecca Martin serves as the Supervisory Senior Resident Agent, FBI, of the Wichita and Garden City Resident Agencies, within the Kansas City Division. She specifically supervises the criminal squad and all administrative matters within the offices.  Ms. Martin entered on duty with the FBI in September of 1997 and following graduation from the FBI Academy, she was assigned to the Wichita Resident Agency.  For approximately 18 years, she worked all criminal programs, including, but not limited to white collar crimes (financial institution, corporate, health care frauds, and public corruption), bank robberies and crimes against children.  She has also worked counterterrorism temporary duty assignments in Guantanamo Bay, Cuba and FBIHQ.  For the past 16 years, SSRA Martin has participated as an assessor on new agent interview boards, spent over 12 years as a member of the Kansas City Evidence Response Team, and participated in investigations as a certified undercover agent in FBI cases.  For five (5) years prior to the FBI, Ms. Martin was a third generation Cincinnati, Ohio Police Officer.  She earned a Bachelor and Masters of Science Degrees in Criminal Justice from University of Cincinnati.  Ms. Martin is married to a Lieutenant on the Wichita Police Department and they have three (3) children.

Bobbi Jo Dixon is the Compliance, BSA and Security Officer and the Internal Auditor for Citizens Bank of Kansas (CBK), a $230 million bank that has 6 locations in south central Kansas. Bobbi Jo is responsible for the overall regulatory compliance of the Bank. Bobbi Jo has more than fourteen years of compliance and management experience in the financial service industry. Prior to joining CBK in 2014 Bobbi Jo was a Regional Manager for Foundation Financial Group and was responsible for managing their Midwest lending branches. Bobbi Jo holds the designation of Certified Community Bank Compliance Officer, is a member of the IAFCI and a member of the National Association of Professional Women.

Gail Beutler-Eyman has worked at Capital City Bank in Topeka, Kansas,  as the Sr. Compliance Officer & BSA Officer since 2014.  She has a Bachelor of Science in Accounting from Missouri State University and a Master’s in Business Administration from Duke University.  She has earned the professional designations of Certified Public Accountant and Certified Regulatory Compliance Manager.  Prior to her employment with Capital City Bank, she worked as a Sr. Financial Analyst, VP of Internal Audit and VP of Support Services.
